In its ruling of 25 July 2018, the CJEU ruled that all mutagenesis procedures are to be classified as genetic engineering and lead to GMOs. This applies in particular to the new methods such as CRISPR/Cas; TALEN, ZFN. This decision has a major impact on further scientific and economic development in the EU states. European plant and animal breeding are predominantly small and medium-sized and has a high innovative research potential. Their innovations - generated with the help of genome-edited organisms - will now hardly be able to be implemented. The competition will become even fiercer and their independent economic survival more difficult. The concentration on a few multi-national corporations is promoted by law, because only these can still afford the costly approval and environmental testing procedures.
